By 1960, an American U-2 photographs the dome. Kennedy demands inspections. Israel shows the inspectors a fake control room.
By 1967, Israel has the bomb. It never declares. It never tests. The doctrine: "Israel will not be the first to introduce nuclear weapons to the Middle East." Possession is fine. The ambiguity is the policy — everyone knows, nobody says it.
